Susan Berke Fogel, J.D. is a public interest attorney with extensive experience in reproductive health and rights and health access for low-income women and adolescents. Ms. Fogel is the Coordinator and Co-Founder of the Pro-Choice Alliance for Responsible Research (PCARR), working on cutting edge issues at the intersection of human genetic biotechnology and women’s health and rights.

Fogel is also the Director of Reproductive Health Initiatives for the National Health Law Program, where she is a national expert on low-income health programs and on religious restrictions in health care. Fogel is leading a county-wide collaboration to implement a multicultural women’s health agenda for the Los Angeles County Department of Public Health Office of Women’s Health. She began her legal career at the Legal Aid Foundation of Los Angeles, and previously was the Legal Director at the California Women’s Law Center. She is past Co-Chair of the Health Rights and Bio-Ethics Committee of the American Bar Association (ABA) Section on Individual Rights and Responsibilities, and served on the ABA Special Committee on Bio-Ethics and the Law. She is the Board Chair of Maternal and Child Health Access, President of the California Coalition for Reproductive Freedom, a founding board member of the Progressive Jewish Alliance, and is the Immediate Past-President of the City of Los Angeles Commission on the Status of Women. Ms. Fogel received her B.A. in Art History from UCLA, and her J.D. from Loyola Law School in Los Angeles. She rejuvenates with art, her non-traditional garden, and making jewelry.

The Pro-Choice Alliance for Responsible Research (PCARR) is a coalition of reproductive rights and justice advocates, bioethicists, academics, and community leaders working together to promote accountability, safety and social justice in human genetic technologies from a women’s rights perspective.

The National Health Law Program (NHeLP) is a public interest law firm working to improve and protect the legal rights of vulnerable people to quality health care.
