This paper examines the formation of the claim that terrorists armed with biological weapons were likely to present a huge new security threat to the United States and how this claim was used to justify a renewed emphasis on biodefense under the Clinton administration, which then continued--and greatly expanded to include defense against GM bioweapons--under the Bush administration and continues today under the Obama administration.
